Abstract :
This paper puts forward a real time pricing (RTP) charge strategy by designing a fair Time of Using (TOU) pricing and dynamic rewards and punishment mechanism. The main feature of this strategy is that it is composed by both power supply and demand parties. It conducts personalized charge for users and induces users to use electricity load as desired to achieve effectively optimization and allocation. Finally, based on this charge strategy model, an optimal principle and electricity price algorithm is proposed from the perspective of Stackelberg strategy. This strategy can dissolve the contradiction between charging class and power supply-demand, which brought by the fixed class electricity price mechanism that dominated by the power sector. Based on the desired electricity load, the power companies can learn about the user´s real demand to arrange and adjust the power production. From the global optimal point, it can implement the electric power monitoring as well as scheduling, improve the effective utilization rate of power resources, and promote the sustainable development of electric power resources.
