Abstract :
Optimizing the performance of weapons and equipment procurement is an effective means of allocating resource rationally, improving efficiency and promoting the system operation. Based on the analysis of the relationship between input, output and the efficiency in the process of different type of weapons and equipment procurement in the same category, relative efficiency indexes of the unit of weapons and equipment are given by using the C2R model. On this basis, considering such factors as purchasing quota, troops demand and production capacity, the procurement performance optimization model based on GA is established. In the model, the original GA algorithm is improved and the reliability and credibility of the operation results are enhanced. Through data simulation, it shows that the control model for optimizing the performance of weapons and equipment procurement has practical value.
