Abstract :
This article analyzes and compares the public value tests used by the public broadcasters in the United Kingdom (Public Value Test) and Germany (Drei-Stufen-Test). Both tests aim to assess the services performed in the new digital media. This paper´s objective is to detail how the first two ex-ante tests work, finding the most important similarities and differences between them. It is also intended to introduce these test in order to promote their establishment on other European public broadcasters.
