Abstract
The term Smart Cities is used in many different meanings ranging from ITC infrastructure development to soft-factor-based approaches and “creative cities”. This paper interprets smart cities as an approach to the problem-solving based on deliberative complexity management. This enables both to increase the range of tools available to Smart City approach and to use the large body of complexity and sustainability related research literature with broad range of historic case studies.
