Abstract
As for the current water traffic safety in Wuhan waters, we make use of the cloud model to assess it respectively from the aspects of human factors, hard conditions, policies and regulations, environmental factors. Firstly, build the system of the assessment levels and the navigational safety factors´ set; then analysis each factor with the method of Analytic Hierarchy Process (AHP) by taking advantage of experts´ scoring. In addition, calculate the cloud parameters according to the backward cloud generator algorithm, and analysis the integration of cloud parameters. and finally draw the cloud pictures through forward cloud generations and then come to the conclusion.
