Abstract :
This paper describes and motivates the application of a harm claim threshold, a means of defining the amount of interference to be tolerated at a receiver. The author propose a method to move this concept from theory to practice through a series of radio experiments combined with economic analysis. The intention of adopting this threshold approach is to establish a more efficient use of the radio spectrum while providing a means for resolving or preventing disputes. Such resolution could include a bargaining process among the associated parties.
