    This paper argues that technology is rarely a neutral part of projects that set out to try and help the developing world. When technological change affects society, the values embedded in the technology also change society. Technology can therefore play an important role in development. Central to this is an acknowledgement of the politics embedded in the technology. If these politics are aimed at justice, sustainability and freedom of choice, the technologies will be too
