Abstract :
The author comments on the paper by A. Fradi et al. (see ibid., vol.16, p.266-72, 2001). The author poses the question as to whether the proposed methodology is applicable to a fully-liberalized model in which transmission is separated from generation and there is no such thing as "native load".
