Abstract :
Thousands of scientists have spent years finalising the long-term plan that China hopes will take it into the top tier of global innovation. However, there are concerns over whether China can adapt to the political and social changes that this will demand. The Chinese system still suffers from several structural vulnerabilities, the greatest of which is what he terms the `technology trap´. So much of China´s growth and development has relied on imported technologies that only 0.03% of Chinese firms own the intellectual property rights to the core technologies they use. This is a serious constraint on profitability
