Abstract
It is now universally recognized that the spectrum has an economic value. This value must therefore be taken into account in the allocation decisions and must be revealed to the users of the resource, irrespective of whether they are private or public entities. In terms of general principles, all countries acknowledge the need for greater flexibility in the current allocation procedures so that the frequency bands can be reallocated relatively speedily when necessary without jeopardizing long-term planning objectives. We study several methods of allocation which are complementary or alternative to the current system: the market, auctions, frequency coordination, lotteries, and user fees
