Abstract :
In this letter we propose a control-theoretic approach for the joint source and channel rate control problem of transporting variable bit-rate (VBR) compressed video over VBR channels. Compared with traditional solutions, our solution has no special requirements for the encoder and decoder buffer sizes, and can use much less memory and calculation time to achieve the optimal control. The proposed algorithm can be used in both off-line and on-line coding.
