Abstract :
California´s electricity crises started in summer of 2000 when the competitive market became dysfunctional. This article provides: an overview of industry restructuring that led to changes in California´s market; a summary of the restructuring process, competitive market design, and performance; review of the factors that contributed to the electricity crises; and an outline of the reliability agenda for the US electric industry based on lessons from California and structural changes taking place.
