Abstract
The structures of the problems of acid deposition and global climate change, which are superficially similar, are shown to have important differences: acid deposition is a local and regional environmental problem while the geographical dimension of the ´greenhouse´ issue is global; the temporal scales of two problems are different; and the scales of emissions involved are also very different. Four generic policy options that exist for both acid deposition and global climate change are examined, namely, emissions control, technology development, scientific research to improve understanding and reduce uncertainty, and effects mitigation. The principal policy questions in both areas are examined.
