Abstract :
A very low bit rate speech coder, that operates at an average rate of 1.2 kbit/s in tandem connection situations, is described and analysed. LSF quantisation results and subjective listening tests show that, both in one and two tandem connections the 1.2 kbit/s encoding scheme is clearly superior to the 2.4 kbit/s MELP coder.
