Abstract :
A low-cost video phone system has been developed with a graphical interface on a personal computer platform. The system is based on a novel high-speed variable frame sizing approach which enables it to achieve economical, real-time performance giving “jerk-free” motion images in an integrated services digital network or local area network environment. The hardware and software design issues are presented in this paper
