MR. KING asked what measures* were taken and how much spare labour was available to cope with breakdowns. MR. GORST said that breakdowns were of great seriousness and wherever possible they had duplicate equipment, but where this was not available they had to scurry round and find every means possible to have things put right. This, he said, was always a most critical period.
