Abstract :
Mr. M. Seaman, opening the discussion, asked to be forgiven for linking Dr. Koenigsberger and Mr. Beer in what he had to say. He recalled having been, at the meeting of the Organising Committee, responsible for the use of the phrase "Overall Control", and he was glad of the explosion which had resulted from it this evening.
