Abstract
The authors explain the tau-charm factory concept. It is a high-luminosity, low-energy, two-ring, electron-positron collider which enables precise and probing studies of the physics of the charm quark, the tau lepton, and the tau neutrino. The plans for construction of a tau-charm factory in Spain are outlined
