Abstract
We characterize the optimal M-ary pulse amplitude modulation (PAM) constellation under a general energy constraint. It is shown that uniform M-ary PAM may not always yield the best signal design, e.g., under the average energy constraint. We also identify situations where uniform PAM is optimal, e.g., the peak energy constraint
