Abstract
The West German Federal Emergency Management Agency (FEMA) and the US Federal Communication Commission have become increasingly concerned about the ability to notify the public in a timely manner in the event of a nuclear or chemical accident. FEMA Draft Guidance Memorandum AN-1 proposes a 15-minute public notification requirement. A comprehensive public information notification system (PINS) is outlined that can meet all of the new requirements of AN-1 and Title 3 for chemical accidents. It is suggested as an alternative to the Emergency Broadcast System. The PINS technology is a refinement and enhancement of the ARI, Automatic Radio Information, technology that was developed by Blaupunkt in the early 1970´s
