Abstract
Electric power systems with much higher voltages and larger generating capacities continue to require increased reliability of protective schemes. The protective schemes described in this paper are based upon the neutralizing transformer (NT) concept and are a combination of existing and improved techniques for use with any combination of ac or dc channels. The NT concept can be applied to: • Neutralization alone • Neutralization in tandem with isolation on the same pair(s) • Neutralization in parallel with isolation on separate pairs. This committee report provides greater insight into the neutralizing concept and the operation of the NT, and is a guide for NT application to protect personnel and wire line communications facilities entering an electric power station. Power and telecommunications utilities traditionally have used different application techniques for NTs. This report discusses basic, as well as optional, considerations. For leased telecommunicatiom facilities, methods of installing protective equipment by either party are presented as a basis for mutual agreement.
