Welch-costas interleaver with cyclic shifts on groups of elements

A method to obtain an interleaver of high performances for turbo codes is presented. It is generated by the cyclic shift of some groups of elements of the Welch-Costas permutation. The proposed method leads to interleavers with higher dispersions compared to the ones for random interleavers, allowing, concomitantly, increased values of the S parameter
