Abstract :
The quality of performance of a military command, control and communication (C3) system may be judged by whether or not it exhibits certain desirable traits. One such trait is control migration-the capability for the continuation of control function in the face of controller failure. A descriptive presentation of control migration is given in the context of hierarchical systems.
