Abstract
Policing of an ATM stream is usually considered in terms of peak and mean rates enforced by leaky buckets. The greatest statistical multiplexing gain is achieved with Bernoulli sources and it is therefore more appropriate to consider leaky buckets structured as a filter which passes Bernoulli traffic. The analogy of an ATM policer with a frequency filter is discussed, leading to the requirements for and realisation of a remarkably simple but effective statistical filter
