    The Voice of America´s (VOA´s) effort to design, develop, and implement a broadcast network control and automation system as part of a multilayer modernization program is described. A brief background discussion of the VOA network control system (NCS), a description of the design, a description of a pilot system being built, and the current status of the effort are included
