Abstract :
An energy quota system is described that can be used in a preventive energy rationing program through sound quota assignment criteria, efficient management, and effective customer relations. An energy quota is defined as a maximum kWh that can be used by individual customers during the rationing period. This quota was assigned by the utility and calculated on the basis of average energy consumption during the previous year. The authors outline the energy situation in northeastern Brazil and Bahia, in December 1986, and the basic premises that required load curtailment. The parameters involved, legal aspects, and rationing criteria are described. Important operational aspects of quota system application are discussed, and the total energy saving and financial loss are presented, as well as the main lessons and spin-offs of this experience
