Abstract
There are a few individuals who, because their work is classified by their government for security reasons, cannot receive the full recognition in the scientific community that they deserve. Walter W. Jacobs, who died of cancer on February 11, 1982, at the age of 67, was one such individual. Although the scientific community at large may not have been aware of his many contributions, the government of the United States of America recognized the importance of his work and awarded him two medals for Exceptional Civilian Service and an additional award of the Legion of Merit. Indeed, the scientific community and the United States owe much to his scientific accomplishments, managerial skills, and foresight.
