Abstract
The paper brings together several important and practically relevant aspects of generation expansion planning in the context of restructuring and changing emphasis in the electricity supply industry. Expert planning judgements, consumer shortage cost differentials resulting in a need for different classes of service and price formation, and consumer price elasticity, are given consideration in the planning programme described. Effects of these factors on the final, or global, optimum are explored
