Abstract :
During the last three decades, small and medium sized manufacturing firms (s.m.f.s) have made an important contribution in new technologies. The tendency towards commercial concentration, and increased regulation discourages the formation of s.m.f.s and new technology based small firms (m.t.b.f.s) both in Europe and USA. Governments, the procurement agencies and the universities have a part to play in correcting this, a need that policy makers should view with a great deal of concern.
