Tutorials play an important role in today´s environment, where a typical project involves many technologies, and a typical engineer is expected to quickly learn their basics and apply them to the project at hand. This is amply borne out by the large attendance at tutorials offered at our conferences and the popularity of similar courses given by other organizations. The tutorials appearing in this issue are the third in a series, Tutorials I and II having been published in January 2004 and August 2005, respectively. We welcome your suggestions about the topics that you would like to see in Tutorial IV. In addition, the Board of Governors is considering a new Distinguished Tutorials Program, which would offer face-to-face tutorials at IEEE Sections at practically no cost to the Sections. I look forward to hearing from you about the value of such a program, and the topics of interest to you.
