Abstract
The joint committee Higher National Certificate and Diploma courses are described. Their growth over a period of 50 years is plotted. The effects of the 1961 White Paper `Better opportunities in technical education¿ on the National Certificate and Diploma schemes and in promoting new City and Guilds courses is outlined. Some key recommendations of the Haslegrave report are quoted, and the effects of the implementation of those recommendations which were adopted are described. A comparison is made between the joint committee courses and the Business & Technician Education Council courses with similar titles that have replaced them.
