Numerically reliable algorithm to test controllability

Abstract :
A procedure to test the controllability (and stabilisability) of a matricial pair (A, B) is proposed. The procedure is based on the reduction of the initial problem to equivalent lower-dimensional problems. Rank computations are performed using the singular-value-decomposition routine from EISPACK, numerical reliability and efficiency being `built-in¿ to the proposed algorithm.
