Abstract :
We presented in this article a quite simple model to characterize the scalable and non scalable MPEG VBR video signal. This is an extension of Weintein´s model for voice applied to digital video. The activity parameter or proportion between activity and silence periods facilitates the characterization of the video signal. We have build the model at Group of Pictures (GOP) level.
