Abstract :
A new fast even discrete sine transform with offset (FEDSTo) has been developed and implemented for use in picture processing. This FEDSTo is faster than FDCTs for many block sizes and produces pictures that are subjectively much better than those of other available fast discrete transforms when only one-dimensional blocks are used and low sequency coefficients are retained for transmission.
