Abstract
It is argued that in the ten years since divesture there has been no serious movement toward resolving the regulatory, pricing, and subsidy questions that must inevitably accompany the steady journey toward more competition. The restrictions of the modified final judgment (MFJ) are fashioned for the predivestiture world. Differences in the telecommunication industry that make the restrictions outmoded are identified.<>
