بررسي مقايسه‌اي شيوه‌هاي اثربخش تحقق مشاركت مدني در سياستگذاري شهري ايران و فرانسه

A Comparative Study of the Effective Ways of Civil Participation in French-Iranian Urban Public Policy

نوشته حاضر بر آن است تا با مطالعه چارچوب قانوني و تاريخي سازمان­هاي دموكراسي مشاركتي در تشكيلات سياستگذاري شهري در فرانسه و ايران و از طريق بررسي تحول ساختار غيرمتمركز اين تشكيلات بتواند به بررسي چگونگي ايجاد راهكارهاي تضمين كننده تقسيم قدرت و حداكثرسازي مشاركت در اين حوزه و دلايل تأخير آن در ايران بپردازد. فرضيه اين نوشته بر اين نقطه استوار است كه مفهوم دموكراسي و مشاركت به نحوي كه در آتن و بعد از آن در اسلام متولد شد با مدل دموكراسي نمايندگي كه ما امروزه در حوزه آمايش سرزمين شاهدش هستيم فاصله گرفته و مفهوم شهروندي فعال نيازمند تمرين بيشتر است و اين وظيفه حكمرانان محلي و شهري است كه ابزارهاي قانوني و تشكيلاتي مورد نياز آن را فراهم آورند.

The present paper seeks to investigate the legal and historical framework of the top down movements of deliberative democracy urban public policy in France and Iran, through studying the evolution of the decentralization of power to examine the establishment of a mechanism for ensuring the power-sharing and maximizing the participation in urban management. This paper hypothesizes that the concept of democracy and participation, born in Athens and later in Islam, is separated from the model of democracy that we are experiencing today and the concept of active citizenship requires more attention from public policy decision makers. Local and urban political and social entities must provide the legal and organizational tools to assume the maximum of consultation during all decisional procedures to its implementation.
