چكيده فارسي :
VTS سامانه‌اي است كه تردد (ترافيك) واحد‌هاي شناور را به‌خصوص در خطوط كشتي‌راني كنترل و در ابعاد ايمني و محيط زيست ساماندهي مي‌نمايد كه البته درسال‌‌هاي اخير، ابعاد نظامي آن هم مورد توجه قرارگرفته است. بي‌توجهي به رابطه بين انسان و تجهيزات و رعايت نكردن تعامل و تعادل بين اين دو، در كارآيي و اثربخشي آن دسته از فعاليت‌ها كه الزاما به كمك تجهيزات بايد انجام شوند اثر سوء خواهد داشت. پيچيده بودن تصميمات سياسي و مسائل حقوقي و همچنين فن‌آوري‌هاي به‌كار گرفته شده از يك طرف و تفاوت در معلومات، ادراك، باورها، ارزش‌ها و نگرش انسان‌ها از طرف ديگر بر اثربخشي تصميم‌گيري در سامانه‌هاي كنترل تردد دريايي تاثيرگذار مي‌باشد. توسعه و گسترش قوانين در سال‌هاي اخير در زمينه‌هاي ايمني، حفاظت از محيط زيست دريايي، امنيت دريانوردي و - در ابعاد ملي و بين‌المللي، به‌طور قابل ملاحظه‌ايي بر حجم كارهاي ناوبري و افرادي كه در مراكز كنترل تردد دريايي كار مي‌كنند، اضافه نموده است. در همين راستا و به منظور رسيدن به حداكثر پتانسيل سامانه‌هاي اطلاعاتي كنترل تردد دريايي، مقوله نيروي انساني از اهميت ويژه برخوردار بوده و در اين بين آموزش تخصصي در راس اين اولويت است، لذا هدف آموزش بايد منجر به درك مفاهيم مشابه و همكاري گروهي در بين كاركنان گردد. بنابراين، اين پژوهش كه به شيوه تحليلي - توصيفي انجام مي‌شود، نقش نيروي انساني سامانه كنترل تردد دريايي در چارچوب مقررات بين‌المللي امنيتي كشتي‌ها و تسهيلات بندري (ISPS Code)، را در ارتقا امنيت دريانوردي در محدوده تحت پوشش خود، مورد بررسي قرار مي‌دهد.

VTS, the military aspects of which have been considered in recent years, is a system that controls the floating units’ traffic especially in shipping lines, and organizes them in terms of security and environment. Neglecting the relation between human and equipments and ignoring the interaction and balance between them will leave an ill impact on the efficiency and effectiveness of the activities which must be conducted in virtue of equipment. The complexity of political decisions and legal affairs and also the technologies applied on the one hand and the difference in the knowledge, understanding, beliefs, values and views of the people on the other hand, influence the effectiveness of decision making in VTS. In recent years, the development of laws in security, the preservation of sea environment, marine security, both nationally and internationally, has considerably increased the burden of the process of navigation and the people working in VTS. In this regard, in order to achieve the maximum potential of VTS information system, human force is of special importance, on top of which stands specialized training. Therefore, the aim of education should be understanding of similar concepts and group work among the staff. This research paper which is conducted in an analytical-descriptive method studies the role of VTS human force under international rules of marine security and ISPS Code to promote the marine security in its covered region.
