روابط امنيتي - استراتژيكي عربستان سعودي و ايالات متحده آمريكا با تاكيد بر تاثير تحولات خاورميانه در روابط دو كشور

Security & Strategic Relationship Dominant Between Saudi Arabia & United States of America (The influence of Middle East Oriented Changes Governed the Diplomacy of both countries

عربستان سعودي به علت برخورداري از منابع عظيم نفتي و موقعيت فرهنگي بالقوه اي كه در بين كشورهاي عربي دارد، يكي از تاثيرگذارترين كشورهاي خاورميانه محسوب مي شود. به همين جهت اين كشور براي آمريكا نيز از اهميت خاصي برخوردار است. حجم عظيمي از درآمدهاي نفتي اين كشور صرف خريد تجهيزات وتسليحات مدرن از آمريكا گرديده كه پيامد آن ايجاد همكاري هاي نظامي و روابط امنيتي گسترده بوده است. با وجود برخوردار بودن دو كشور از منافع حاصل از همكاري نزديك در طول چند دهه، اين دو كشور در بسياري موارد در سطوح مختلف سياسي، ايدئولوژيكي و فرهنگي داراي اختلافات عميق مي باشند. موضوع قدرت افزايي ايران و قدرت گرفتن شيعيان در منطقه و همچنين برخي مخالفت هاي داخلي، تاثير قابل توجهي در سوق دادن عربستان به سمت آمريكا داشته است. اگر چه اخيراً و پس از توافق نامه هسته اي ايران و 1+5، عربستان سعي در ارائه يا حداقل نمايش سياست مستقل داشته و حتي به بررسي گزينه هاي ديگري به جز آمريكا به عنوان متحد خود پرداخته است، ولي به نظر مي رسد اين اقدامات در كوتاه مدت تاثير قابل توجهي در سطح روابط سعودي ها با آمريكا نخواهد داشت. در اين پژوهش سعي شده است با بررسي روابط امنيتي واستراتژيكي عربستان سعودي و ايالات متحده آمريكا با استفاده از روش توصيفي- تحليلي، قابليت و تاثير اين روابط را در تامين و تداوم اهداف امنيتي دو كشور مشخص نماييم. ما ابتدا سعي مي كنيم تعريفي از امنيت ارائه دهيم. سپس به تشريح ديدگاه تئوريك جهت تبيين موضوع مي پردازيم، پس از آن به توصيف روابط دو كشور با اشاره به تحولات خاورميانه و در پايان به نتيجه گيري اقدام خواهيم ورزيد.

Saudi Arabia & United endowed with a lot of oil resources and potential cultural status quo operated among the Arabic countries ,thereby that country counted as one of cutting edge player in the Middle East scene, consequently it plays crucial role in view point of USA as a partner, meanwhile the extensive range of petrodollars earned to be allocated to the modern armament and military equipment procurement via USA, thus that outcomes brought about close and comprehensive military and security cooperation but both countries suffer from a gap due to political , ideological and cultural challenges in spite of eminent interests arisen by their close relationships within the last few decades as well. The scenario of Iran hegemony and Shiite dominancy in the region including some domestic oppositions it pushes Saudi Arabia to the flank of USA , on the contrary the nuclear agreement concluded between Iran and 5+1 negotiators , the case forced Saudi Arabia to assume independent policy as a gist , it means that country reviews other alternatives to retain as an ally with exclusion of the USA ,but it seems that strategy may hardly distort the course of relationship with the USA & Saudi Arabia for the short period. The current paper studies the security & strategic relationship between Saudi Arabia & United States of America by application descriptive – analytic methodology in order to define the agility and influence of concerning relationship to reinforce and sustain the security objectives of the both countries , initially the paper stresses to provide a definition of security term ,then to focus on the theoretical perspectives so as to develop the issue ,indeed it define the relationship of both countries by demonstration of the Middle East Changes, finally to reach mainly a logic conclusion.
