پژوهش حاضر متمركز بر موضوعي است كه "سياست‌گذاري دفاعي قرارگاه پدافند هوايي خاتم‌الانبياء(ص) با بهره‌گيري از انديشه نظامي مقام معظم رهبري"را تبيين مي‌نمايد.اين پژوهش از نظر نوع، كاربردي است كه تجزيه تحليل آن به روش كيفي و تحليلي (با تكيه‌بر تحقيق ميداني) انجام‌شده است. پشتيباني‌هاي مقام معظم رهبري و فرماندهي كل قوا، نقش اساسي در سياست‌گذاري دفاعي قرارگاه پدافند هوايي آجا ايفا نموده است كه هدف از اين تحقيق تبيين سياست‌گذاري دفاعي اين سازمان نظامي دفاعي با ابتناء بر انديشه نظامي معظم‌له مي‌باشد. قرارگاه پدافند هوايي مادامي در مأموريت محوله توفيق دارد كه سياست‌گذاري معقول و اثربخشي در عرصه‌هاي مديريت منابع انساني، بكارگيري فناوريهاي نوين نظامي، افزايش توان نظامي و تدوين رهنامه‌اي فراگير و مؤثر قدرت پدافند هوايي داشته باشد. به نظر مي‌رسد اثربخشي قدرت پدافند هوايي مرهون توسعه متوازن مؤلفه‌هاي قدرت در اين حوزه است.آنچه در اين راستا به‌عنوان مسئله تحقيق مطرح مي‌گردد اين است كه فرامين، رهنمودها و تدابير مقام معظم فرماندهي كل قوا در سياست‌گذاري دفاعي در عرصه‌هاي (نيروي انساني و مديريت آن، فناوري نظامي و توان تجهيزاتي و رهنامه نظامي قرارگاه پدافند هوايي آجا) چگونه مؤثر بوده است در پايان سياست‌هاي‌اجرايي‌وكاربردي در سه حوزه نيروي انساني،تجهيزات و توان رزمي و همچنين رهنامه نظامي قرارگاه ارائه گرديده است.

This paper focuses on the subject expressed by Defense Policy-making of Khatamolanbia (pbuh) Air Defense Headquarters considering the military thought of the Supreme Leader. This is an applied research because the objective is positional and specified for the executive policy-making of the Air Defense Headquarters in the present conditions. Also, the analysis is qualitative-analytical.The supports of the Supreme Leader and the Armed Forces General Commander have played a fundamental role in the defense policy-making of the Air Defense Headquarters and the aim of this research is to explanation of the defense policy-making of this defensive organization based on the military thought of His Eminence. The Air Defense Headquarters will be able to accomplish its mission as long as it enjoys rational and effective policy-making in human resource management, modern military technology, increasing military power and formulation of a comprehensive and effective doctrine in air defense power.It seems that the effectiveness of the air defense power depends on the balanced development of the power standards in this field. What has been introduced as the research problem in this research is how effective the commands and guidance of the Supreme Leader are in the defense policy-making (HRM, military technology, technological power and military doctrine of the Air Defense Headquarter)Finally executive and applicatory policies in three areas of manpower, equipments and combat power and military doctrine are offered.
