چالش‌ هاي مأموريت‌ هاي حفظ صلح ارتش جمهوري اسلامي ايران با تأكيد بر ساختار و نيروي انساني

The Challenges of Peace Missions of I.R.IRAN Army with Emphasis on Structure and Human Resources

سازمان ملل متحد با قدمتي 73 ساله با عضويت تمامي كشورها مي‌تواند با مشاركت همه در ايجاد و حفظ صلح جهاني بسيار موثر عمل نمايد؛ اگرچه اقدامات سياسي پشت پرده 5 كشور داراي حق وتو در شوراي امنيت در روند برقراري صلح پايدار در برخي موارد خلل ايجاد مي‌كنند ولي حضور همه كشورها باعث كم‌رنگ‌تر شدن اين موارد مي‌شود. جمهوري اسلامي ايران نيز از آنجائي‌كه پرچمدار تشييع در جهان مي‌باشد لازم است در همه عرصه‌ها بخصوص حفظ صلح با جديت و با بهره‌گيري از تمام توان شركت نمايد تا عملاً صلح‌دوستي دين مبين اسلام برهمگان روشن و مبرهن گردد. البته حضور پيوسته و موثر در مأموريت‌هاي حفظ صلح از طريق ساختار سازماني مناسب و افسراني مستعد و خلاق، با دانش لازم در حيطه زبان انگليسي، رايانه و فرهنگ كشور ميزبان ميسر مي‌باشد. در اين مقاله به تبيين چالش‌هاي مأموريت‌هاي حفظ صلح ارتش جمهوري اسلامي ايران و ارائه راه‌كارهاي مناسب براي هر يك از آن‌ها پرداخته شده است. روش تحقيق بكارگرفته شده از نوع توصيفي بوده و جامعه آماري در نظر گرفته شده نيز كليه افسران و نفراتي هستند كه داراي يكي از شرايط مورد نظر (شركت در مأموريت، شركت در مأموريت‌هاي آموزشي و يا خدمت در مشاغل مرتبط ستادي) هستند. در پايان، محقق به اين نتيجه رسيده كه يقيناً تشكيل مركز آموزش حفظ صلح و البته تغيير در ساختار ستادي مي‌تواند در رفع چالش‌هاي پيش‌روي مأمورين ناظر نظامي بسيار موثر باشد.

The 73-year-old United Nations, with membership of all countries, can work very well with the participation of all in the creation and maintenance of world peace; although political actions behind the scenes of the five countries with veto right in the Security Counci interferel in some cases, the presence of all countries makes these things less important. Since the Islamic Republic of Iran is the flagship of the Shiite in the world, in all areas, especially peace, it must take full advantage of its full potential in order to make practically the peaceful establishment of Islam clear. Of course, continuous and effective presence in peacekeeping missions is possible through an appropriate organizational structure, talented and creative officers, with the mastery of English, computer and culture of the host country.This paper addresses the challenges of the missions of maintaining the peace of the Army of the Islamic Republic of Iran and provides appropriate solutions for each of them. The statistical population is considered to be all officers and individuals who have one of the required conditions (participating in missions, participating in training missions, or serving in related staffing positions). In the end, the researcher concludes that the establishment of a Peacebuilding Training Center, and a change in the staffing structure could be very effective in solving the challenges facing the military observer.
