درآمدي بر رويكرد آرايش سياسي؛ به مثابه بستري براي ارتقاي ظرفيت سياست گذاري توسعه دولت

Income on the political Setllements approach; the context for improving government policy development capacity

مقاله حاضر به بررسي كاربست رويكرد آرايش سياسي در مطالعه و فهم روندها و سياست گذاري توسعه دولت ها مي پردازد. اخذ چنين رويكردي در واكنش به فقدان مطالعه بخش غيررسمي و پنهان در مطالعات سياست گذاري توسعه است. در اين چارچوب معاملات سياسي است كه روندهاي يك دولت راهي به سوي درك اين مسئله است كه چطور نهادهاي رسمي بسيار مشابه، مانند قوانين دموكراسي يا قوانيني كه بر مديريت اقتصاد كلان يا آزادسازي تجارت تمركز دارند، يا سياست هاي صنعتي، به نتايج گاها بسيار متفاوت دست پيدا مي كنند. استفاده از تحليل رويكرد آرايش سياسي مي تواند منجر به درك تازه اي از «انگيزه هاي تغيير» در كشورهاي در حال توسعه شود. اين رويكرد كمك مي كند تا منافع رقيب و موجود در هر كشوري كه تغيير توسعه اي و بنيادين آن را تسهيل كرده يا با تاخير مواجه مي كنند، بهتر تحليل شوند. همچنين چارچوبي براي تحليل اين مسئله است كه دولت و جامعه چه رابطه اي با يكديگر دارند و چه چيزي فراي سياست رسمي در حكومت قرار دارد. آرايش سياسي و به دنبال آن معامله ي نخبگان بخش هاي اصلي الگويي از ماندگاري و ثبات حكومت هستند. نقش سازمان سياسي در آرايش سياسي هم از لحاظ ثبات اين آرايش و هم جهتي كه در طول زمان در پيش مي گيرد، بسيار حياتي است. تحليل و تجزيه ي آرايش سياسي نشان مي دهد كه تشكيل حكومت تنها يك مجموعه فرمول تكنيكي نيست، بلكه فرآيندي بسيار سياسي را هم در بر مي گيرد.

This approach helps to better analyze the rival and existing interests of any country where its major developmental changes are facilitated or delayed. It also provides a framework for analyzing how the state and society interact with each other، and what lies behind official government policy.
