فرايند توسعه در ايران و ضرورت پيشرفت با پرسش عباس ميرزا پس از شكست از ارتش نظامي روسيه تزاري در دوران قاجار آغاز مي شود. پس از مطرح شدن اين پرسش، ايده اي شروع به زايش و شكل گيري مي كند كه به واسطه غلبه آن، تاريخ گذشته ايران چيزي جز زوال و شكست نبوده است، ايران در مقايسه با غرب در عقب ماندگي به سر مي برد و تنها از طريق گام برداشتن در فرايند توسعه و رسيدن به پيشرفت، گذشته ناكام ايران فراموش خواهد شد و آينده درخشاني شكل خواهد گرفت. پرسشي در اينجا مطرح مي شود كه آيا توسعه لزوماً به پيشرفت ختم مي شود و يا از طريق توسعه به ويژه توسعه حداكثري و با تمام توان مي توان عقب ماندگي تاريخي را كه محصول يك دوره بلندمدت است، با سرعت پشت سر گذاشت؟ هژمونيك شدن ايده زوال پس از پرسش عباس ميرزا، باعث ناديده گرفتن آن سوي ديگر چهره ژانوسي توسعه شده است. نويسنده اين مقاله كوشيده است به واسطه كاربست تفكر والتر بنيامين (1892-1940 م) به نقد مفهوم توسعه در ايران بپردازد و در فرجام به اين موضوع اشاره كرده است كه توسعه لزوماً با توجه به تاريخ زيسته معاصر ايران، به پيشرفت ختم نشده است، بلكه ويراني نيز جزء لاينفك امر توسعه و فرايند آن در تجربه ايراني بوده است كه اغلب در گفتمان رسمي ــ به ويژه گفتمان حاكم در نظام دانش ــ به آن اشاره نمي شود.
