سالخوردگي جمعيت: يك مسئله ي اجتماعي جمعيتي

Population aging: a socio-demographic phenomenon

سالخوردگي جمعيت پديده اي جديد در بسياري از كشورهاي جهان است، هر چند كه بين مناطق مختلف جهان در اين زمينه تفاوت هايي وجود دارد. به طوري كه شديدترين ميزان كاهش باروري و سريع ترين نرخ هاي سالخوردگي جمعيت در كشورهاي در حال توسعه در حال رخ دادن است. در ايران نيز كاهش چشمگير نرخ باروري در دهه ي هفتاد و تداوم و تشديد آن در دهه ي هشتاد تركيب سني جمعيت را در آينده ي نزديك سالخورده مي كند. سرعت و شدت زياد كاهش باروري در ايران با شيب تندتري از ساير كشورها مشاهده مي شود. در ايران، در سال 1394 حدود 10 درصد جمعيت بالاي 60 سال سن داشته اند. در 35 سال آينده يعني سال 1429، درصد سالخوردگي جمعيت ايران به 33 درصد افزايش خواهد يافت. آنچه اين روند را در ايران مسئله آميز مي كند، نبود يك سياست جامع جمعيتي و سند سالمندي است. اكنون نيز در صورت بي توجهي و سهل انگاري و فقدان برنامه ريزي، در آينده ي نزديك نيز با مشكلات انبوه جمعيت سالخوردگان به ويژه زنان مواجه خواهيم شد. در اين مقاله تلاش مي شـود پديده ي سالخوردگي در ايران در ابعاد مختلف مورد بررسي قرار گيرد. در ادامه، براي درك صحيح و درست از نگراني هاي موجود ميان كارشناسان در خصوص سياست گذاري و اجراي سياست هاي جمعيتي، پس از مرور مهم ترين مطالعات انجام شده در زمينه ي سالخوردگي جمعيت، به ابعاد و شاخص هاي سالخوردگي جمعيت اشاره مي شود.

Population aging is a new phenomenon in many countries of the world، although there are differences among the various region of the world in this field. So that the steepest rate of decline in fertility and quickest rates of population aging in developing countries is taking place. Iran is also dramatic decline of fertility rates in the seventies and the continuation and intensification of the eighties، age composition of population will be aging in the near future. The speed and high intensity fertility decline in Iran is a steeper slope from other countries. In ran in 2015، around 10% of the population is older than 60 years. In just 35 years’ time، this will have increased to around 33% of the population. What makes the process of elderly a matter of concern is the absence of a comprehensive population policy and master plan on aging. Now، if neglected، neglect and lack of planning in the near future، elderly population، especially women، will be faced with many problems. In this paper we try to explore the phenomenon of aging in different dimensions. Then، for a correct understanding of the concerns among experts about the policy and implementation of population policies، after reviewing the most important studies in the field of population aging، the dimensions and indicators of aging population are mentioned.
