The impacts of Disagreements between European unio‎n Member States Over this unio‎n’s Positions in the World System

اتحاديه اروپا يكي از مهم‌ترين و منسجم‌ترين اتحادهاي متشكل از دولت‌ها در ابعاد سياسي و اقتصادي است كه پس از جنگ جهاني دوم، گام‌هاي زيادي در جهت همگرايي و هماهنگي بيشتر و همچنين گسترش قلمرو خود برداشته است اگر چه اين اتحاديه مفهوم و برداشت جديدي از همكاري و همگرايي ميان دولت‌ها را وارد ادبيات روابط بين‌الملل نمود. ولي به واقع براي فهم جايگاه آن در نظام جهاني بايد با تامل بيشتري نگريست. دو هدف عمده در اين پژوهش دنبال خواهد شد. نخست اختلاف نظرهاي صورت گرفته ميان اعضاي اتحاديه اروپا چه تاثيري بر وضعيت فعلي اين اتحاديه در نظام جهاني داشته است؛ و دوم، بررسي تداوم اختلاف نظر و تعارض ديدگاه‌ها ميان اعضا چه اثري بر آينده راهبردي و جايگاه اتححاديه اروپا كه در نظام چند قطبي براي آن متصور شده‌اند خواهد داشت. پاسخ موقت به پرسش فوق بدين گونه خواهد بود، وجود اختلاف و تعارض ديدگاه‌ها ميان اعضاي اتحاديه اروپا در مسائل مختلف داخلي و بين‌الملي، اين اتحاديه را با عدم هويت كاركردي مواجه و به سبب آن نقش و جايگاه استراتژيك آن در آينده جهاني را با ترديدهايي روبرو ساخته و آن را در سطح يك قدرت اقتصادي باقي خواهد گذارد.

European unio‎n (EU) is one of the most important and coherent state-based unio‎ns in both political and economic dimensions, that has taken great strides in further convergence and coordination and also in expanding its sphere of influence; Although it brought in a new concept of collaboration and convergence, between states, to the literature of international relations. For understanding its position in the global system, more attention is needed actually. In this paper two main objectives shall be followed. First, what has been the impact of disagreements among members of the European unio‎n, on its current position in the world system? and second is studying what would be the impacts of continuation of disagreements and opposing views among the members of European unio‎n on its position, which has been imagined in a multipolar system, and also on its strategic future? A temporary response to above questions would be: The disagreements and opposing views among the members of European unio‎n in different internal and international issues, has faced EU to a lack of functional identity, and so, its strategic role and position in the future world is in doubt and it will just remain as an economical power.
