تحليل جامعه شناختي سهميه بندي جنسيتي در آموزش عالي ايران

Sociological analysis of gender quotas in higher education of Iran

رسالت دانشگاهها و موسسات آموزش عالي در جامعه ، توسعه كشور در همه ابعاد و ايجاد بستر مناسب براي كليه افراد به منظور آموختن مهارتها و تواناييها است. شواهد تجربي نشان مي دهد افزايش سطح تحصيلات زنان سبب افزايش آگاهي ها ورشد فكري زنان و در نهايت جامعه خواهد شد .از طرف ديگر سهميه بندي جنسيتي در آموزش عالي برخوردي تبعيض آميز خواهدبود اگر منابعي چون فرصتهاي تحصيلي بر مبناي جنسيت به طور يكسان توزيع نشده باشد . لذا سهميه بندي جنسيتي ، ورود زنان به آموزش عالي را ناهموار مي كند و بالتبع كيفيت زندگي آنان و جامعه را تحت تاثير قرار مي دهد . در مقاله حاضر با ارزيابي روند سهميه بندي جنسيتي و بررسي نظرات موافقان سهميه بندي ، و با استناد به برخي مفاهيم نظري و مطالعات تجربي به تبيين اين امر پرداخته ايم كه روند سهميه بندي جنسيتي و تبعيض آميز بودن آن چگونه است و عوامل قانوني شدن سهميه بندي جنسيتي در آموزش عالي و اسناد علمي براي رد ادله قانوني شدن چنين تبعيضي ، مورد بررسي قرار گرفته است نتايج نشان مي دهد روند سهميه بندي جنسيتي تبعيض آميز است و سه عامل كليدي چون آسيب رساندن به حوزه خانواده، نگرش نسبت به توانايي زنان در انجام امور اجتماعي و مشكلات مردان از جمله عوامل موافقان است.كه بر طبق يافته هايي چون افزايش بيكاري فارغ التحصيلان زن ، دلايل منزلتي و فرهنگي زنان براي ادامه تحصيل،..، ادله اي كه موافقان سهميه بندي جنسيتي بر مبناي آن قانون گذاري كرده اند رد مي شود.

The mission of universities and higher education institutions in society is to develop country in all dimensions along with expansion of insight and knowledge on one hand and to provide suitable conditionon the other hand for all members of society to achieve skills and abilities. Empirical evidence show that increase in women's education level leads to increase in their partnership in social, and quality of life and leads to higher economical growth.. This effect will be particularly evident for family, children and finally society. On the other hand, if resources such as educational opportunities haven't been distributed for both sexes equally, such sexual divisions will make women and men unequal and therefore they will be limited by their gender. Thus, sexual rationing will make the task hard and uneven for women to enter higher education and certainly as a result of that their understanding and awareness will indirectly influence their quality of life and finally this will affect society. In the present study, by analysis of sexual rationing and analysis of agreed and disagreed ideas, such a rationing has been studied by Library and Documentation Procedures. This article tries to show, through this analytical assumption, that sexual rationing is a form of inequality towards men and women; we tried to show the hidden mechanisms of it. Since many supporters of sexual rationing are members of politicians and responsible for decision making in this respect, their reasons have been analyzed
