چگونگي شكل‌گيري «حكمراني بنادر و جزاير خليج‌فارس» به مركزيت بوشهر در عصر ناصري

The Process of the Formation of the Persian Gulf Ports & Islands Governance to the Center of Bushehr at Naseri Period

بنادر و جزاير خليج­ فارس از آغاز حكومت قاجاريه تا اوايل سده چهاردهم هجري اغلب تحت نظارت والي فارس و به صورت غيرمتمركز اداره مي‌شدند. اما در عصر ناصري با تاسيس نهاد جديدي تحت عنوان «حكمراني بنادر و جزاير خليج­فارس» به مركزيت بوشهر، اداره تمامي اين مناطق به صورت متمركز زير نظر شخص حكمران بنادر قرار گرفت. در اين مقاله با رويكرد توصيفي- تحليلي و با استفاده از اسناد جديد به بررسي روند شكل‌گيري اين نهاد تازه تاسيس در عصر ناصري خواهيم پرداخت. يافته­ هاي تحقيق نشان مي ­دهد، كه هرچند وقوع مساله هرات و لشكركشي انگليسي‌ها به خارك و بوشهر در عصر محمدشاه را مي‌توان سرآغاز توجه حكام قاجار نسبت به اهميت بنادر جنوب دانست. اما در عصر ناصري با ظهور رجال آگاه و كارداني همچون اميركبير و اعمال سياست­هاي واقع­ بينانه وي در قبال خليج­ فارس، گماشتن واليان باكفايت در فارس و حمايت‌هاي تجار و بازرگانان جنوب، كم­كم زمينه‌هاي لازم براي تجديدنظر در نحوه اداره بنادر جنوب فراهم شد، كه نتايج اصلي آن پس از دوره‌اي كوتاه، ضمن لغو نظام اجاره­داري بنادر، منجر به تاسيس حكمراني بنادر و جزاير خليج فارس در سال 1305ق توسط ‌امين‌السلطان شد. البته تاسيس اين نهاد جديد به منظور اداره متمركز بنادر جنوب، در عمل نتوانست به نتايج مطلوب و شايسته اي دست يابد.

But in Naseri era, since the foundation of a new institution, "Governing the Persian Gulf ports and Islands", in the year 1305 hegira, the running of all the regions was centrally governed by ports governor that was elected from the center. In this article, we will pay to the view on the formation method of this new founded institution with descriptive and analytical approach in Nasser’s Era The findings of this research show that in Nasseri Era with the appearance of aware men and experts like Amir Kabir and his actual performance in Persian Gulf and appointment of efficient governors in Fars and the support of southern traders, gradually made a revision in running in method of south ports. After a short period, the main result was the cancelling of port rental system which resulted in the foundation of ports governance and Persian Gulf islands with Bushehr in centre by Amin-al-soltan in 1305hegira. The foundation of the new institution as the center running of ports and south island countered a lot of the problems actually and desirable results were not obtained
