آسيب‌ها و چالش‌هاي نظام تك حزبي براي فدراليسم (مطالعه موردي : عراق تحت حاكميت حزب بعث)

The dangers and challenges of a single-party system for federalism (Case Study: Iraq under the Ba'ath Party)

وجود نظام هاي تك حزبي در دنياي امروز از يك سو و از سوي ديگر واقعيتي به نام دولت هاي فدرال در بخشي از مناطق جهان سبب مي‌شود تا نسبت اين دو مورد تامل و كنكاش قرار گيرد. از طرفي، با مطرح شدن هر دو نظام در جامعه عراق اين پرسش به ميان مي آيد كه نحوه تعامل نظام تك حزبي با فدراليسم چگونه بوده و در اين خصوص چه مشكلات و چالش هايي پديد آمده است؟ آن هم جامعه اي متكثر كه ازدوران قديم تعدد و تكثر گروهها با آرايش موزائيكي در آن شكل گرفته و اين تنوع قومي و زباني و ديني در فرآيند دولت – ملت سازي و از ابتداي تأسيس حزب بعث تا سقوط آن ودردوران جديد تداوم يافته است. در اين مقاله با استفاده از روش توصيفي –تحليلي ونيزبا بهره گيري از مدل مفهومي ژان بلاندل آسيبها و چالش هاي نظام تك حزبي در دوران حاكميت حزب بعث براي فدراليسم بررسي و ارزيابي شده است. ما حصل كار اينكه بافت موزائيكي، شكاف هاي اجتماعي، يكه تازي حزب بعث، ابهام در معناي فدراليسم و اختلاف برداشت ها، سركوب شديد اكراد و شيعيان و ناهماهنگي مدافعان فدراليسم از مهمترين چالش هاي تحقق فدراليسم در عراق دوران حاكميت نظام تك حزبي بوده است.

The existence of single-party systems in today's world, on the one hand, and the fact that federal governments in some parts of the world, on the other hand, make It possible to consider the relationship between the two. On the other hand, with the advent of both systems in Iraqi society, one wonders how the interaction of a single-party system with federalism is and what problems and challenges have arisen in this regard? It is a multifaceted community that has been formed in ancient times by the plurality of groups with a mosaic arrangement, and this ethnic, linguistic and religious diversity in the process of nation-state-building continued from the beginning of the establishment of the Ba'ath party to the new rulers. In this paper, using the descriptive–analytical method and conceptual model of Jean Blundell, the damages and challenges of the one-party system during the period of the Ba'ath Party's rule for federalism have been evaluated. The results suggest that the mosaic structure, social fragmentation, Ba'athist invasion, ambiguity in the sense of federalism and differences in perceptions, the severe repression of Akras and Shiites, and the inconsistency of the defenders of federalism have been one of the main challenges of the realization of federalism in Iraq under the rule of a single-party system.
