Smart Diplomacy: Regional Convergence between Iran and the Islamic World

نظم‌هاي منطقه‌اي به‌عنوان يكي از مهم‌ترين حوزه‌هاي مطالعاتي روابط بين‌الملل مطرح‌اند كه به‌شدت تحت تأثير سازه‌ها و پويش‌هاي نظام (سيستم) بين‌الملل قراردارند. تحول نظام بين‌الملل به سيستم پيچيده- آشوبي، هم‌گرايي منطقه‌اي و دستگاه تحليلي آن را با واقعيت‌هايي نوين روبه‌روكرده‌است كه ادبيات كلاسيك روابط بين‌الملل به آن كمتر توجه‌كرده‌است؛ تغيير سازه سيستم بين‌الملل به سازه شبكه‌اي و ديناميك قدرت آن به قدرت هوشمند از آن جمله است؛ ديپلماسي هوشمند براساس منطق قدرت هوشمند و كاركرد آن در مديريت نظم‌ها و هم‌گرايي منطقه‌اي ازجمله چنين واقعيت‌هايي است كه ادبيات موجود به آن نپرداخته‌است؛ در اين راستا هم‌گرايي در جهان اسلام به‌عنوان شبكه منطقه‌اي، فاقد چنين دستگاه تحليلي است؛ براساس اين، پرسش محوري پژوهش حاضر، بر محور چنين واقعيت‌هايي شكل‌مي‌گيرد. پژوهش اين فرضيه، محوري را مطرح‌مي‌كند كه ديپلماسي هوشمند براساس قواعد پيچيدگي و آشوب ازجمله سازه شبكه‌اي و همچنين مديريت ديناميك‌ها، سبب هم‌گرايي و تكامل شبكه‌هاي منطقه‌اي مي‌شود. در شبكه جهان اسلام كه با انشقاق‌هاي سازه‌اي و ديناميك روبه‌روست، ديپلماسي هوشمند شبكه‌اي، راهي براي تحقق هم‌گرايي است. هدف نهايي مقاله، ارائه مدل تحليلي نويني است كه ديپلماسي هوشمند شبكه‌اي را براي هم‌گرايي و ادغام در نظم‌هاي منطقه‌اي ازجمله جهان اسلام مفهوم‌سازي‌مي‌كند.

Foreign policy and diplomacy, as the most important area for managing and guiding national interests in the international system, is one of the most important areas for empowering countries through the creation of patterns of order and formation of regional stability, which, of course, is directly influenced by international system and its developments. The transformation of simple systems into complex systems in post-Cold War atmosphere and the formation of networks as the main constituent of this system, especially at the beginning of the new century, has led to the emergence of diplomatic networks and their ability to combine and share power, which utilizes the rules of clustering and balancing. It also leads to a kind of convergence in geoculture based on communications and networks so that some of the theorists of international relations has spoken of civilization as a future image of the world. In the meantime, the Islamic Republic of Iran, as one of the most important and most strategic network in the Muslim World which is talking of the idea of ​​the unity of the Islamic world as the heart of its foreign policy, adopts a smart diplomacy and a network approach to achieve a synergy based on its advantages in different clusters. It also prepared the grounds for increasing convergence of the Islamic world through creating the required bases as a tool of this strategy.
