جايگاه جامعه مدني و كنشگران غير دولتي در سياستگذاري عمومي ايران (مطالعه موردي دولت هاي هفتم و هشتم)

The status of civil society and non-governmental actors in public policy in Iran (985-2007)

اين پژوهش به بررسي نقش و جايگاه كنشگران غيردولتي و جامعه مدني بر فرايند سياستگذاري عمومي در دوره دولت هاي هفتم و هشتم مي پردازد. سئوال اساسي كه در اينجا مطرح مي شود اين است كه نقش اين كنشگران غيردولتي و جامعه مدني در سياستگذاري عمومي در دوره مورد نظر چگونه بوده است؟ فرض اصلي و اساسي پژوهش حاضر اين است كه جامعه مدني و كنشگران غيردولتي اگرچه در فرايند توسعه سياسي نقش مهمي ايفا كردند اما به دلايلي همچون تناقضات دروني، ساختار متمركز ادراي و رانتي دولتي، عدم برآورده كردن انتظارات گروه‌هاي هدف و يا فقدان بستر لازم در جامعه امكان تاثيرگذاري قوي بر فرايند سياستگذاري عمومي در دوره اصلاحات را نشان ندادند. نتايج تحقيق نشان داد كه كنشگران غيردولتي و جامعه مدني در مرحله نهايي كه كنترل قدرت و تاثيرگذاري بر فرايند سياستگذاري بوده است، نتوانستند ايفاي نقش كنند اگرچه در مراحل اوليه و يا در سطح مديران محلي جايگاههاي مهمي را اشغال كرده بودند. روش تحقيق در اين مقاله توصيفي تحليلي است و فيش برداري به روش كتابخانه اي انجام گرفته است.

The active participation of people in the decision-making process and their oversight of government actions through civil society organizations is indicative of the pursuit of public policy and the close relationship between political development and policy making. In this regard, politics is viewed in a dynamic way, as civil society and NGOs and organizations are involved in its evolution, and they can refine their process and functions. The purpose of this research is to explain the position of civil society and non-governmental actors in public policy during the Khatami era. The main argument of the article is that during the Khatami era, due to the intellectual foundations and the prosperity of civil society discourse, the importance of the status of civil society and non-governmental actors in public policy was added. In this research, it has been tried to analyze the position of the mentioned institutions in general policy during Khatami's period in the framework of the model of gradual changes in the two areas of domestic politics and foreign policy.
