آگاهي و رعايت حقوق بيمار از منظر ارائه‌دهندگان خدمات سلامت در ايران-مطالعه مروري

Health service providers, viewpoint about awareness and observation of patients’ rights in Iran: A systematic review

مطالعات متعدد انجام‌شده در ارتباط با وضعيت حقوق بيمار در بيمارستان­هاي ايران، حكايت از تنوع و گستردگي پژوهش­هاي اوليه مرتبط با ميزان آگاهي(از) و ميزان رعايت حقوق بيمار دارد. ازاين‌رو، مطالعه حاضر به‌منظور فراهم نمودن اطلاعات جامع جهت استفاده در عرصه سياست‌گذاري سلامت، با بهره­گيري از ضوابط مرور ساختاريافته، به بررسي وضعيت آگاهي و رعايت حقوق بيمار از منظر ارائه­دهندگان خدمات سلامت در بيمارستان­هاي ايران پرداخته است. با استفاده از كليدواژه‌هاي حقوق بيمار(Patient`s Right)، حقوق بيمار در ايران(Patien`s Right in Iran)، منشور حقوق بيمار(Patient Bill of Right)، منشور حقوق بيمار ايراني(Iranian Patients` Bill) نسبت به جستجوي مقالات مرتبط در پايگاه­هاي اطلاعاتي همچون Magiran، Iranmedex، SID، Irandoc و Science Direct اقدام شد و با بهره­گيري از روند مطالعات مرور ساختاريافته، اطلاعات موردنظر به مطالعه راه يافت. متوسط ميزان آگاهي ارائه­دهندگان خدمت از منشور حقوق بيمار از 1/5 تا 5/95 درصد و ميانگين ميزان رعايت منشور حقوق بيمار از 8/1 تا 93 درصد متغير بوده است. در 24 مطالعه­ي مربوط به سنجش ميزان آگاهي، سطح آگاهي ضعيف(كمتر از 3/33 درصد) در 11 مطالعه مشاهده شد. از 15 مطالعه­اي مربوط به ميزان رعايت حقوق بيمار، 14 مورد(3/93 درصد) رعايت آن را گزارش نمودند. مرور ساده مستندات مطالعه شده در اين بررسي نشان داد كه ميزان آگاهي از منشور حقوق بيمار در اغلب مطالعات، بالاتر از ميانگين بوده و منشور حقوق بيمار در اغلب مطالعات رعايت شده است.

Reported rates of awareness and observation of patient`s rights inside the country are very different. Likely in this regard, a systematic review can present a closer detail and coordination of subject to better decision-making and policy. So, this systematic review study was performed to determine the health services providers` viewpoint about the awareness and observation of patient`s rights in Iran. Iranian prior related studies published in inner and outer databases were searched with keywords such as; patient`s rights, patient`s rights in Iran, patient bill of right, patient bill Iran and its equivalent Persian word and finally, relevant documents were entered to the study using systematic review studies criteria. Health service providers` average awareness of patient`s rights was variable from 5.1 to 95.5 percent and also was variable for patient`s rights charter from 1.8 to 93 percent. In other words, health service providers` overall awareness rate was 34.5 percent in good level, 46 percent in moderate percent and 19.5 percent in weak level. Also, health service providers` overall observation rate was 72.5 percent. Simple review of studied documents in this survey showed that average awareness of patient`s rights places in low level. So, the compilation of comprehensive educational program in the form of training employee must recurrently consider with the health policy makers till reach to the acceptable level in Iran.
